H.R. 681 & S. 231 – Life at Conception Act

The Life at Conception Act would recognize all humans, from the moment of fertilization or cloning, as “persons” and “human beings” under the 14th Amendment.  It would, thereby, establish that no state may deprive any person, born or preborn, of his or her life without due process of law and that every person, born and preborn, is guaranteed equal protection under the law. 

The measure stipulates that “nothing in this Act shall be construed to authorize the prosecution of any woman for the death of her unborn child.” 

H.R. 681 is the House version of the bill; S. 231 is the Senate version.  The two bills are identical.
