By mail – A voter may vote early by mail only if he has a valid excuse.
Valid excuses include: being absent from the state during all of the hours
polls are open on Election Day; being absent from your city or town on
Election Day because you are a student or spouse of a student at an
institution of higher learning within the state; being ill or disabled or
confined to a nursing home; being unable to vote on Election Day due to
religious tenets; being out of the state due to military service (including
the spouse of the soldier); or being assigned as a poll worker outside your
precinct on Election Day.
Completed applications for absentee/vote-by-mail ballots must be witnessed
or notarized and received by the local Board of Canvassers no later than 21
days before a Primary or General Election. If a situation arises within 20
days of an election where a voter will need an absentee ballot, he should
contact his local Board of Canvassers for an Emergency Mail Ballot. Marked
ballots must be received no later than Election Day to be counted.
