In person –  Voting early in person is not permitted. 

By mail –  You may vote early by mail if: you are physically unable to vote at a polling place due to illness or disability; you are confined to a nursing home or hospital within Rhode Island; you will be outside the United States on Election Day; or you will not be able to vote at your polling place on Election Day.

Completed applications for absentee/vote-by-mail ballots must be witnessed or notarized and received by the local Board of Canvassers no later than August 22, 2018 for the Primary; October 16, 2018 for the General Election.  If a situation arises within 20 days of an election where a voter will need an absentee ballot, he should contact his local Board of Canvassers for an Emergency Mail Ballot.  Marked ballots must be received no later than Election Day to be counted.
