Early Voting in VIRGINIA
In person - A registered voter may vote early in person if he meets one of
the qualifications for absentee voting, which are listed in the "By mail"
section below. Early in person voting usually begins 45 days before the election
and will end three days before the election. The voter must first complete an
application for an absentee ballot at his local registrar's office and may then
vote in the same visit. A directory of registrar's offices is available at

By mail - A registered voter may vote early by mail if he has voted in person in
Virginia before and meets one of the following qualifications: absence on
Election Day from the city or county where he's registered to vote; because of
work and commuting, absence from his home city or county 11 of the 13 hours
polls are open; military service; temporarily living overseas; physical
disability or illness or primary caregiver for a person with a physical
disability or illness; religious obligation; electoral responsibilities; or
confined to jail but still eligible to vote. Some first time Virginia
registrants may vote by mail; the voter should contact his local elections

Voters who wish to vote by mail should download an application for an absentee
ballot at
www.sbe.virginia.gov/cms/Absentee_Documents/VA_Absentee_ballot_application.pdf
in PDF format or request an application from their local elections/registrar's
office. The application for absentee ballot must be received by the local
registrar by the Tuesday before the election, if the application is sent by mail
or fax and the voter wishes to receive his ballot by mail. Alternatively, the
voter may fill out an application in person at the registrar's office as late as
three days before the election..
