Elections can be very close. Recounts for Attorney General in Virginia show how close. 165 votes out of 2.2 million votes cast. Still, elections are decided not by who votes but by the people who do not vote. In the recent NJ Governor's race, Governor Chris Christie won with over 60% of the voters who showed up BUT only 23% of the registered voters voted for him.
