H.R. 3515, the Dismemberment Abortion Ban Act, would prohibit an abortionist
from killing a living unborn child by dismembering and removing that child
piece by piece. It was also prohibit an abortionist from crushing the child
with clamps, forceps, or other instruments and removing him intact.
The bill would establish criminal penalties consisting of fines and/or up to
a two-year sentence. It also would create a civil cause of action by the
mother against the abortionist and by the parents of a minor upon whom a
dismemberment abortion was performed.
