S. 946 – The No Taxpayer Funding for Abortion Act
The No Taxpayer Funding for Abortion Act would prohibit the federal funding
of abortion, except in cases of rape, incest, or life of the mother.
H.R. 7 is the bill’s number in the House; S. 946 is the bill’s number in the
Senate.
Currently, most direct abortion funding by the government is prohibited by a
patchwork of annual amendments to spending bills. Chief among these is the
Hyde amendment, which blocks abortion funding by the Department of Health
and Human Services.
The No Taxpayer Funding for Abortion Act would apply the Hyde amendment’s
prohibition to all federal departments and agencies; further, it would write
the prohibition into statutory law, eliminating the need for annual renewals
of the various pro-life amendments that restrict abortion funding.
Before being passed by the House, H.R. 7 was amended to include the Abortion
Insurance Full Disclosure Act which would require health insurance plans
offered through Obamacare to clearly advertise whether they cover abortion
or not. This transparency provision would only apply until January 1, 2015,
when the abortion funding prohibition already contained in H.R. 7 would take
effect.
With the amendment of H.R. 7, it was renamed the No Taxpayer Funding for
Abortion and Abortion Insurance Full Disclosure Act of 2014.
